Conference on Budget Offices: International Experiences

The Argentine Congressional Budget Office (Oficina de Presupuesto del Congreso -OPC) together with IRI (International Republican Institute), and the Parliamentary Diplomacy Office of the Chamber of Deputies of the Argentine Republic, organized the conference on Budget Offices on May 6 and 7.

For two days, representatives of local and international Budges Offices participated in talks and debates on their parliamentary work, expectations, demands and challenges.

Lucio Muñoz Meneses, official of the General Secretariat of the Colombian Senate; Liliana Ruiz, researcher of “México Evalúa” (Mexico); Victor Hugo Neciosup, parliamentary specialist from Peru; and, via videoconference, Jose Luis Escrivá Belmonte, president of the Independent Authority of Fiscal Responsibility of Spain (AIREF), participated in the event.

As local representatives, Sofía Devalle, Director of the Technical Budget Office of the Legislature of the province of Cordoba; Alfonso Brandi, Director of the Budget and Finance Office of the Legislature of the province of Mendoza; and Liliana Montero, legislator of the province of Cordoba and member of the Political Action Network, shared their experiences.

The OPC Director, Marcos Makón, thanked the entire IRI working team and the organizer of its International Program Coordinator, Casey Cagley, for the possibility of sharing with other countries management experiences that contribute to the daily work. “OPC is in a process of institutional growth and identity consolidation”, said Makón.

Other participants were representatives of Non-Governmental Organizations: Carolina Tchintian (CIPPEC), Dalile Antunez (ACIJ) and Diego Naveira (Nuevas Generaciones).

It was an institutional meeting with constructive debates, exchange of experiences and learning to professionalize and improve the work of each entity in its technical role of supporting parliaments.

OPC AND INDEC SIGNED A COOPERATION AGREEMENT

With the purpose of exchanging work experiences and training instances, the OPC and the Argentine Institute of Statistics and Censuses (INDEC) signed a Framework Cooperation Agreement. The Agreement was signed by the OPC Director, Marcos Makón, and Jorge Todesca, Director of INDEC.

Through this Agreement, both technical agencies agreed on an institutional framework to facilitate the development of complementary links, providing mutual advice and establishing a permanent and fluid communication channel. In addition, the Agreement provides for the creation of committees to carry out studies and analysis that will enable the promotion of different joint actions, guaranteeing statistical confidentiality.

Present on behalf of the OPC were the Coordinator of Institutional and Parliamentary Relations, Natalia Laría; the Director of Budget Analysis, Walter Agosto; the Director of Fiscal and Tax Analysis, Carlos Guberman, the Director of Sustainability and Public Debt Analysis, Mariano Ortíz Villafañe; and the Director of Studies, Analysis and Evaluation, María Eugenia David Du Mutel de Pierrepont.

Also present on behalf of INDEC were the Technical Director, Pedro Lines; the Director of Management, Juan Pablo Vázquez; the National Director of Planning, Institutional and International Relations, Hernán Muñóz; the National Director of Dissemination and Communication, Silvina Viazzi; the Director of Institutional and International Relations, Diego Linenberg; and the advisor of the Technical Directorate, Marcela Harriague, among other authorities.

OPC participated in the workshop “Towards Gender Responsive Budgeting (GRB). International experiences and advances in National Public Administration”

The EuroSocial program, together with the Chief of the Cabinet of Ministers of Argentina organized a workshop to discuss and exchange experiences in the process of implementing Gender Responsive Budgeting.

The workshop focused on national and international best practices and on the challenges and opportunities that these processes represent.

The meeting was held on Tuesday, October 8 and was attended by local and foreign speakers, Budget officials from the jurisdictions that make up the National Budget, other national government agencies, and civil sector actors.

The Argentine Congressional Budget Office (OPC) was part of the panel “Opportunities and Challenges of Public Policy Evaluation with Gender Perspective. Lessons Learned in Different Sectors”, with the participation of María Eugenia David Du Mutel de Pierrepont, OPC’s Director of Studies, Analysis and Evaluation.

OPC participated in the 33rd National Public Budget Seminar

The 33rd National Public Budget Seminar, organized by the Argentine Budget Association (ASAP) and the government of the province of Tierra del Fuego took place in the city of Ushuaia from May 7 to 10.

The meeting brought together public budget specialists, economists, officials at the national and provincial level, and international guests, who discussed public agenda issues.

Macro-fiscal aspects of the Budget, level of public expenditure, tax pressure and financing were among the issues addressed during the different presentations.

The OPC was represented by its Director of Budget Analysis, Walter Agosto, who spoke on the panel on Macro-Fiscal Aspects of the Budget, analyzing argentine public expenditure. Stefano Curto, senior economist at the World Bank, and Jorge Remes Lenicov, former Minister of Economy of Argentina, also participated in the panel.
